hello, lovely ! it absolutely depends on the type of blockquote border you're looking for.
i can do pretty simple ones. such as this or this. change around the width of the blockquotes. the spacing. the colors. things like that. if you'd be willing to come off anon, we can absolutely talk about & i'll let you know if i can help with what you're looking for?
as for recs, i don't think i've seen anyone doing specifically blockquote border coms. i have seen a few really amazing templates though in the icon border tag. such as this, this, this, this, and this. just to highlight a few. :)

hi. i’m astra. i’m a small bean from the tri-state area and i use she/her pronouns! i’ve been a semi active member of the tumblr rpc for just about seven years now. and i genuinely just like making icons for other people. like a lot of people, the pandemic kind of hit me really hard. i’m doing what i can to help support my partner and our cat on our new adventure of living on our own. i would really appreciate any support you guys could give either with commission or maybe even just sharing this! you would have my whole heart.
