“I caught you, didn’t I?” he replied, his eyebrow raised in amusement.
He nodded at Romana. “And let you cheat off me? I didn’t permit that when I was a student, it’s not about to happen now.”
“And your concern for my safety never fails to move mine,” Leela echoed, teasingly, for it was just as good an answer for her to give Narvin as for Romana.
“Romana was not your President when you were in school. Now that she is, it is not cheating. It is… del-eg-ation.”
“Exactly. I’m delegating the reading of all the reports I was meant to see so I can be dreadfully irresponsible for the first time in spans. I expect my improved mood will stop us having so many arguments, so there’s your motivation.” Romana said, reaching out to take Leela’s hand, satisfied she’d fulfilled her Presidential obligations. “Now, Narvin, where’s the nearest functioning TARDIS?”
"I sincerely doubt it," he replied about his motivations. He rose his eyebrows wondering why Romana would think TARDISes were anywhere but the Berthing Bays. "I’m sure you are well equipped to find it, Madam President. I have to go make your excuses."

“Oof!” he caught her, though not without having to step back from the momentum. “I had high hopes,” he said, about how Romana could be kidnapped.
When Romana spoke to him in her formal tone, his posture adapted by muscle memory. “I see, Madam President,” he said. “And what excuse are you coming up with for me?”
He’s mostly curious - though he doesn’t especially relish being in charge. He does have more experience with it now, despite those wishes.
“Two years, and that is all?” Leela laughed. “I missed you too, Narvin. It is good to have me home, how nice for you to say it.”
Leela gave him a quick kiss on the cheek to match Romana’s, then slipped away from him and back to Romana’s side, taking her hand again. “I have washed your President’s brain to make her irresponsible. That is her excuse, Narvin. Also, she says that you are talented and she can always copy your homework.”
“Your concern for my safety never fails to move my hearts.” she said, blandly.
“As accurate as Leela’s version may be, say I have the flu or some-such, and don’t wish to infect anyone. Most of them are terribly germphobic. I’ll make a miraculous recovery tomorrow.”
Romana glanced at Leela, amused, before looking back to Narvin. “Yes, make sure you do your homework, Narvin.”

That giggling laugh from Romana was exactly what Leela had hoped for, and the victory was sweet.
“I know that I am,” said Leela, grinning, “but only because you are not the President first, to me. Everyone else would steal the robes more than the person inside them. I, as you see, have left the robes behind and stolen only my Romana. It is Gallifrey that steals you from me, as much as the other way. I have only rescued you from its terrible clutches, as your bodyguard should do.”
Leela shrieked with laughter, shocked and delighted that Romana would even think of such a thing as tickling. And then, when Leela thought that nothing in the universe could make her happier, she heard Narvin’s voice.
“She is not helpless, your President,” Leela gasped. “Did you think that she would let herself be stolen without a struggle?”
She slid from Romana’s arms with a quick kiss to her cheek (even that, Leela knew, would make Romana blush in front of Narvin, but Leela could not bring herself to leave with less). Any moment today when she was not touching one of the two people in this room would be a loss, so Leela fairly flew across the floor, in great leaps like one of the curly-horned antelope-beasts from the last Gallifrey, and slipped her arms around Narvin in a hug.
“I did not promise,” she reminded him. “Oh, Narvin, it is good to see your silly, wonderful face. And I do promise that, for the sake of your rep-utation, I will never admit that to anyone but us three.”
Romana went red, jumping to her feet in a valiant attempt to reclaim her dignity. Fortunately, being hugged by Leela was enough to distract anyone, and she took the opportunity to straighten, quickly reverting to her Presidential persona.
“Narvin.” She said, in a voice too aloof to be entirely natural. “As you can see, Leela’s back.” She resisted the urge to add, I was right, so there, but only because she’d ceased being a time tot centuries ago.
It was technically within her power to order an impromptu holiday but notice of more than a few microspans was customary and she hadn’t cleared her schedule like she had before Davidia. Romana decided the best way around that was to make it into an order anyway. “I intend to take a trip off world for the rest of the day, you’ll have to cover for me. I’m sure you can come up with an excuse for my absence that won’t offend any foreign dignitaries.”

Leela grinned back. “On another day, I would tell you that your ego is big enough already,” she teased. “Today I will remind you that the first steps of the ritual happened even before I returned.” She leaned into Romana’s embrace, the simple and so good pressure of her arms. Romana’s body was not warm, of course, but of the two coldnesses of Time Lords, Leela was used to this one. The warmth in Romana’s voice was enough to keep Leela glowing inside. “I have loved you for so long, Romana.”
Leela’s tongue poked through her teeth for a moment in her giddiness. “Do not say that about my clever tribe in front of Narvin–he may faint,” she said. “And if kisses are your idea of over-achieving,” she slid her hands into the beautiful golden softness of Romana’s hair, longer now than when Leela had last seen her, “then I would have you live for little else.”
Leela had none of Romana’s worries about stopping. She kissed Romana again, sighing against her lips, and again, and one time more, before she settled into that hug.
Oh, neither of them could stop smiling. Leela had no idea that Romana had so many smiles to give. Perhaps, Leela thought, the idea making her dizzy like popping bubbles at the top of her spine, Romana had saved all those smiles for now. Perhaps every smile Romana should have smiled through those sad and angry years, every smile she had hoarded like a dragon with its gold, perhaps they were all Leela’s now. Even as Romana spoke of gifts, Leela could not imagine a better gift than that one.
Leela bit her lip. Romana might stop her, but she might also laugh first. Leela would do stupider things than this one, if it would make Romana laugh.
“I do not have furs or a tent,” she agreed, “but I do have arms.”
With Hound strength and quickness, Leela lifted Romana from the ground–not cradling her as Leela had seen brides carried in the silly stories of her distant ancestors, but tossing Romana over her shoulder. In the few steps to one of the sofas by the wall, Leela stole the communicator from Romana’s pocket. Leela sat, letting Romana slide so they were sitting in a beautiful tangle, Romana mostly in Leela’s lap, her legs over Leela’s.
Leela turned her attention to that communicator in her hand. It had only one button; Leela only had to think to make it work. “Narvin,” she called into it, “you are needed–a terrible human savage is carrying your President away. She says that you should bring us a TARDIS. If you come quickly, I may not hug you when you get here, but I do not promise. We are in the big room with all the sky.”
Leela slipped the communicator back into Romana’s pocket. “There,” she said, very well satisfied with all the universe.
“And I with you.” Romana said, brushing her thumb over her chest, where her heart was safely nestled. “I just needed more time to see it. Forgive me my hesitations. As you’re always saying, we Time Lords are terribly out of touch with ourselves.”
She couldn’t help but mirror Leela’s smiles as they danced to a rhythm that was entirely their own. Braxiatel would have wanted to paint them, freeze them, capture them in any way he could, too afraid of losing the moment to remember to live through it. All she wants to do is be worthy of them- Leela gives them away so easily, wears her love and her hate and her heart on her sleeve for all to see, but these ones were special, they were for her.
The ground disappearing from underneath her feet was entirely unexpected. Her yelp of surprise quickly turned into a bark of laughter and she tolerated the indignity until she got to the sofa. She sprawled against Leela, still shocked into giggles, as Leela left a message for Narvin.
“Leela,” she said, trying for reproachful and not quite managing it, “you’re the only person in the multiverse that can kidnap the President of Gallifrey and all her dominions like that and get away with it.”
Romana started to settle against her. Even without furs, Leela was warm, her blood running hot like always, and she smelt of the Gallifreyan outlands, the only part of her planet where she’d never belonged. It was, like always, a breath of fresh air for a stale world of people who never died, except when they did, and people who never changed, except when they died.
She might have closed her eyes and let Leela melt all the coldness out of her until Narvin came, but she wanted Leela’s laugh. She smiled, an idea forming in her mind. if Leela could have her mischief, so could she.
She scrambled out of her position so she could turn to face her. “Your President is merciful,” she informed her, with a impish grin, “but still requires punishment.”
Without further warning, she dove to Leela’s side, tickling her with all the restless energy she had left.
Narvin had been working, so when the interruption came he was tempted to ignore it. But eventually curiosity stopped him and he arrived in time to see Romana attacking Leela.
"Well, it appears the crisis is over," he remarked to announce his presence.
this just happened by itself bc I miss drawing my fave grump, like, remember when Narvin spent an entire ep sleep-deprived & talking shit while everyone else were dealing with Plot. Good times.

“Narvin,” Romana exhaled his name in a sigh, praying for calm, “how would it look if the newly reinstated President of Gallifrey were to make her first address via issuing a statement? Weak-willed, in my mind. If I am not at least willing to put myself on the line, for the people whom put themselves on the line voting for me, than I don’t deserve to be their President. Do I make myself perfectly clear?”

To say the look on Romana’s face was anything short of incredulous would be a gross understatement. In fact, it took quite a bit of strength on the Time Lady’s part not to laugh in the Coordinator’s face. As it was, her mouth twitched at the corners; her hand grasping Narvin’s. “Coordinator,” she starts, laughter lacing her tone, “have you taken a leave of your senses? Or is this how you intend to greet me from now on? If it’s the former, I would be rather relieved.”
"One can never be too careful, Romana,” he replied airily. “In this shattered multiverse, we should find non-traditional ways of making sure we know who we’re talking to.”
