9x17/18 Theo theory
Based on 9x17 promo and that 9x18 call sheet from last day of filming that a crew member posted, here's my theory on the Buck plot line.
The lady from the 9x17 promo calls 911 because she randomly sees Theo on top of the electrical tower. It is obvious from the promo that she isn't actually connected to him because she refers to him as "a little kid".
There is a brief moment in the promo where you can see Theo is waving his hands (like the way you do when you're trying to get help/attention). He's also wearing a gold medal (like maybe he got it at a competition or sporting event etc). So my theory is that he was out with his parents on the way back from whatever event he got the medal at. There's a bad car accident. If their phones are trashed and they're out in the middle of nowhere, it's possible Theo walks and walks until he spots the tower and climbs it in attempt to get help and people's attention (explains the way he was waving his hands).
The 118 responds and Buck is able to gain Theo's trust and rescues him from the electrical tower.
Theo tells them about the primary emergency and leads them there. Either both parents are already dead or they're critical and eventually both die during the episode (if it's the latter, maybe the 118 let Theo stay with them until they find next of kin).
Both parents die, and they find out there is no next of kin (grandparents, aunts/uncles, etc etc). Theo, during his time with the 118, develops an attachment to the 118. Sort of similar to Eric and Tommy in Boy Meets World. Social services comes to bring Theo to foster care but Theo gets upset and doesn't want to go and wants to stay with Buck. Buck, who wants to always fix things, instinctively says something like "you can come stay with me for a bit"
Once the reality of what he's agreed to (fostering Theo) kicks in, he meets up with Kameron and Connor and asks them for advice (I'm basing this on them possibly being in the final eps). I'm sure he also asks Eddie, Henren, Madney etc as well.
Because 911 loves reusing characters, the social worker Henren worked with--Deirdre (she was on the call sheet) is probably Theo's social worker as well. She probably has scenes with Buck
The call sheet scene that mentioned Buck's house and welcome home Theo...finale probably ends with Buck officially fostering Buck (unlike Eric in Boy Meets World, Buck is almost 35 not 21, so he is in a better position to do it).
The plot line will carry over into season 10. As far as season 10 goes, I don't think Buck will ultimately end up adopting Theo in the long run, but I think it will propel him to realize just how much he wants a family of his own (and maybe realize he literally has one with Eddie and get out of his Eddie feelings denial) anyway, regardless of my theory being right or wrong, Molly and James (who have written hits like 8x17, 9x11, 9x15 etc) wrote 9x18 and it's directed by Bradley Buecker (who directed S3 tsunami ep) so I find it really hard to doom knowing that's who behind the ep
