okay so this might be obvious but my guess is that Scratch made the neural scan headset thingie (Kinger said he was "trying to make something") to try to cheat death and put the brain scans into the computer that Caine was in (probably without realizing or caring until it was too late)

then Caine, having already built the circus, meets the brain scans and assumes that his purpose is to entertain and create adventures

and we know the rest from there
