concept for julian bashir, cardassian political spouse: obviously he ends up in the press a lot, but of course a good deal of it is because he's doing weird shit that breaking unspoken cultural rules etc. etc. at first it's all genuine mistakes, and there's no actual political blowback because he can't actually be expected to KNOW, everyone just finds it wildly entertaining and the only possible damage is to his ego, but julian's a weird guy who likes attention and he seems to think it's funny so garak lets it happen. eventually he catches on that julian is intentionally doing weird shit in public every time the administration is about to push through some controversial civil rights legislation or something, and it effectively distracts the press from drumming up outrage every single time because julian, the beautiful strange alien husband to (insert whatever garak's political position is here) is AT IT AGAIN!!! they don't ever talk about it but garak loves him even more for being insane
