Even though Katniss didn’t really understand her feelings until Mockingjay, she absolutely felt at the very least compassion towards Peeta. When he gets reaped, her thought is “Not him! Anyone but him!”. And if she truly didn’t care, she would have acted towards him with indifference, but at every turn with Peeta she feels strong emotions (whether that’s anger or fear or caring). The cameras are the ones filling her head with doubt.
