Shady sands most likely wasn't a perfect utopia those people there had interactions across the waste land, thier society was imperfect unlike the sanitized zen in the vaults but they still chose to do good when confronted with the hardship of the world. That's why his choices are difficult and messy but ultimately they make sense in the moment and that's all you have on the surface. But they're choices for the good
