Thinking about what Evil Kokushibo would be. Would he be the Lord of Hatred? Lord of Terror? Lord of Destruction? We could examine Kokushibo and get the answer. But on my stupid feelings, I would say Lord of Hatred. Much like Mephisto, Kokushibo is terrified of being weak, being perceived as weak. So what else justifies this weird question and answer of mine? Mephisto is arguably the weakest Prime Evil of the three, however he is still a Prime Evil. He sees his brothers and feels immense hatred and insecurity (presumably I'm making pretty big assumptions here) and wishes to take the rank of the strongest. Much like Kokushibo when he sees or hears about Yoriichi
Mephisto is very cunning too. Using people to get his way, telling them one thing for a long time before doing the other. Kokushibo, while cunning, I would still argue is smarter, especially in battle. In terms of battle (and hell, even in terms of other smartness levels), Kokushibo would be like Baal, Lord of Destruction in my opinion. Anyways coming back to Mephisto, he uses those around him to try his best to get what he wants. I would argue Kokushibo does the same. The way I see Kokushibo, he cunningly used Muzan for strength and found a way to keep it while simultaneously hardly leaving the Infinity Castle (once again, just an opinion, this whole thing is a headcanon anyways) and command others with similar force of Muzan. Mephisto would watch from afar too, doing much the same.
Now, why in the world would I assign my favorite character, Kokushibo the weakest Prime Evil? Because he's my favorite. As of this moment, the two biggest contenders for Kokushibo being a Prime are Baal, Lord of Destruction, and Mephisto, Lord of Hatred. I've already said that Kokushibo shares similarities with Baal but I do not see him much as a destroyer, not like Baal anyways. I would also say he is not like Baal because Kokushibo knew he had to give up, that this is not what he wanted. Baal... He is special, having to be locked up in special ways since he never gives up and at this point, nothing will make him give up.
Also, let's be honest, Kokushibo is hella cool looking and so is Mephisto, so that's also part of my answer now lol.

Headcanons of my beloved Jun Wu. Don't read if you don't like headcanons, spoilers (for all 8 books) or depictions of mental health issues
- Whenever his human face disease curse acts up, it's essentially the equivalent of having a psychotic episode
- During these episodes, he locks himself away. Not just because he needs to maintain his image and not out himself, but also that he still feels deep regret for what he did, even if it's buried deep down and he doesn't realize it.
- White No-Face is separate from him until the end when Jun Wu absorbed him. Due to this, Jun Wu would very rarely use White No-Face as a tool as it reminds him of all the inhumane and vile things he does and did
- This is canon I'm pretty sure but he saw Xie Lian more like a son than anything
- He desperately wanted someone to care for and love him (platonically) for who he was and for someone to understand the pain he went through so he wouldn't be so lonely.
- The reason he kept looking for Mei Nianqing was partly for revenge, but also to understand why Mei Nianqing couldn't have helped more, even though he knows the answer, which is that he committed horrible crimes and no one should be subjected to staying with him.
- after the final fight, Jun Wu goes into hiding and though he is not a god anymore, due to absorbing White No-Face, who was a ghost king, he was able to retain at least some of his spiritual power and skills.
- while in hiding, he eventually attempts to do better, for himself, learning lessons from the commoners mostly on how to view the world, hearing both the bad and the good.
- instead of the human face disease going fully away, it "healed" and left scars on his face, and though not as noticeable as when the faces were there, the half crying half smiling shape remains.
- he mostly covers the bottom half of his face so he can still see
- White No-Face still sometimes makes his appearance but Jun Wu quickly checks himself to maintain control.
