First, some protocol dispositions are done to emphasize the importance of the event. Here, the Dean of the diplomatic body, Madam Marie-Charlotte Fayanga, announces her intentions. She speaks on behalf of the diplomatic leaders and counselors, without forgetting the international organizations that are at the ceremony. She wishes people a happy new year 2014. She notes that the increasing peace and the well being of all the Congolese marked 2013. She was frank when she announced the several political crises. Crises that are associated to conflicts that affected and still affect some African nations. She then spoke about a whole bunch of sociopolitical issues. Including in Mali, in West Africa, in Libya and in Egypt, in Northern Africa, in the Democratic Republic of Congo, in Central Africa, without forgetting Syria in the Near East. The Dean basically highlighted the consequences that these conflicts created. She mentions how these populations are struggling because of war. They are victims of famine, of nudity, of multiple sufferings, and in the background thousands of displaced people who live in inhumane conditions. After having painted this somber image of Africa, she recognized that a glimmer of hope exists on the horizon thanks to this convergence of views and synergy of actions. In this concert of nations, she saluted with deference the help of the Republic of Congo. According to her, the political actions and efforts of the President DSN reflect his eagerness to promote this consultation, the dialogue and the adequate research for solutions to the problems that the world is facing. DSN exerted patience and perseverance in his mediations with his Central African counter-parts, nothing was left to chance. The Dean also saluted DSN's engagement during the France-Africa Summit of the 6th and 7th of December 2013 in Paris regarding peace and security in Africa. From the development of Congo, passing through the will to fight against poverty, to an homage to Nelson Mandela, nothing was left out. DSN underlined that the most important desire is that the upcoming year brings a world of peace, security and hope. He basically evoked the state of the CAR. He added his visions for the restoration of authority in the state, the recovery of the economy and the preparations for the elections. In essence, DSN would like to use dialogue to resolve conflict. He is very attached to the idea of peace and he works on consolidating it every day. He evoked his country's progress toward development and his disposal to reinforce its relations.
"The Central African Republic, that is undergoing a dire situation, with thousands of dead, wounded and displaced and material destruction. On top of the security help and humanitarian help, we need to give this country all of the necessary resources for it to restore the authority of the state, for its administration to work, for its economy to get back on track, and for the preparation of the elections." -- DSN
January 6th, 2014, will remain a memorable date for Congo, whose destiny includes cooperation with the diplomatic body accredited to Congo.
