Mists & Currents? Short answer: yes they are gods.
Convoluted explanation, essentially yes they are gods.
Continental Drift/Fated Constellations? Short answer: Depends.
Rule of thumb; the more there are, the less god-like they'll be.
Some, like Darkrai/Celebi, are mostly along the lines of demigod, with multiple ones in different worlds with their own moralities.
Xerneas, Yveltal, Kyurem and such? Worshipped mostly because of their powers, even if Xern falls under the 'Voice of Life' umbrella.
The Latis? World Caretakers alongside Zygarde, who only acts when the world is in great imbalance.
Man-made Pokemon like Mewtwo/Type: Null? Not considered to be gods. In fact, they're considered to be abominations of magic and science made by madmons, but they're still treated as Pokemon because that's just how they were made.
Dialga, Palkia, and Giratina? Those three are full-on gods of both the human and Pokemon worlds, and are responsible for the choosing of who will be the next hero of legend, generally arguing what to do with certain souls. inonespecificcasetheydidntreallyhavemuchinthewayofoptionsgiven thecircumstances
Arceus? Nebulous, unpredictable, works according to his plan for all life.
Ultra Beasts? Don't technically count as legendaries, but their rules are weird so I'm including them anyway.
Ultra Space only has one world in the split between dimensions (e. g., there's only one Ultra Plant, so it's the same one as in the Ultra games, and a Xurkitree might know what a human is because of it), so it might happen that a UB could learn the rules of one world, then end up in a whole new place with completely different rules and species.
