Nah, Shanks doesn’t fit the character of Silver at all. Shanks would never ever hesitate in a choice between Luffy and Treasure. Silver nearly lost Jim because he spent so long debating over which to choose. Sure, Silver chose Jim in the end, but he still hesitated for a good long while. and he didn’t give a crap about the crew he had, either. they were just tools to help him mutiny. Silver was shown as a ruthless, merciless pirate captain to his crew, who were ALL terrified of him.
Silver is very morally ambiguous and morally gray character, and Shanks just doesn’t fit that profile.
Croc, however, does. Croc attempted to take over Alabasta and planned to destroy the capital without a single care to the millions of people he’d kill (some of his own, too). Silver played himself off as the simple minded cook to avoid suspicion, while Croc attacked pirates to gain popularity in Alabasta so people wouldn’t be suspicious of him, while both were planning to take over (the Legacy for Silver, Alabasta for Croc). neither cared for Jim or Luffy the first time they met, either. Croc nearly killed Luffy several times.
However, something changed during the time Croc was at Impel Down, because during Marineford, Croc SAVED Luffy three times (he sent Daz to save Luffy from Mihawk, then stepped in when Daz couldn’t fight Mihawk, and then attacked Akainu himself to get Luffy to safety). he was still playing it off as ‘I just don’t want the marines to win’, but it’s obvious he’s got several underlying motivations aside from that, especially since he’s working with the WB Pirates, who he was actively trying to attack before. either way, he’s putting aside his differences with a crew he’s actively hated up to this point to save a kid who destroyed all his plans in Alabasta. there are definite hints that Croc respects, and maybe even cares about, Luffy on some level.
Plus, we know Croc was after the One Piece prior to the start of the series. it was something important to him. Luffy and Croc both have the same dream (to be the Pirate King), as do Jim and Silver (to find Treasure Planet).
not to mention the number of weapons both Croc and Silver have in their prosthetics
long story short, and honest to god i didn’t mean for this to get so long and detailed, but i’ve thought about this a lot and Croc is really the best fit for Silver in this au
