I just use Aseprite. single pixel pencil size mspaint style doodles with backgrounds made ripped stock photos and stuff i run through indexed color mode and then screw around with contrast and color stuff on. there are also probably other free ways to do this sort of thing BUT i got this as a GIFT if i remember correctly and it is PRETTY GOOD!
