When Turbo put his code into Sugar Rush he took on the persona of King Candy for the Royal Protocols, to prevent people from outside of the game from getting too close and potentially bowing his cover. The attention was nice, too, but his main concern was keeping hidden. Unfortunely, the only way to become king was to remove the existing ruler
After initially hacking Sugar Rush and removing Vanellope’s code, Turbo actually made a few attempts to put her back in as one of the commoner racers. However, he couldn’t simply put her back in without removing his own code and without a place to put her, if she crossed the finish line the game would reset and expose him.
He originally tried to reinsert a cut character so that he could put Vanellope’s code back in their place so no one really got hurt by his meddling and the two of them could coexist in the game together. But hacking really isn’t easy, so while he could reinsert cut characters, replacing them with Vanellope so she could race without blowing his cover turned out to be too complicated and the more he messed with the code the greater his chances of permanently damaging Sugar Rush became.
His attempts resulted in the recolor racers seen in the first film, all of which initially had their own original, although incomplete, designs. Additionally there were a couple name changes between racers; specifically, Candlehead was originally Minty Zaki, but Turbo mixed up their names, couldn’t remember which one was Minty and made up ‘Candlehead’ as a place holder name.
This is why the recolors seem to have disappeared when Vanellope resets the game at the end of the film and do not appear in Ralph Breaks the Internet; they weren’t supposed to be in the game either.
