It turns out tile caching is one of those Esri processes where you start out with 200 errors and just keep running it until you end up with 0. It only took me like two days.

Thank you for pointing out that I need to “fix each error”; up to this point I was blissfully unaware that I should be trying to fix whatever is preventing me from publishing. Maybe next time you could give me half a clue what is actually causing the error, though…
