Kanade isn't the leader of N25 solely because she founded the group, she's the leader because everyone else respects her too much to not do whatever she says.

If Kanade says 'jump' Niigo asks how high, if Kanade gives them the disappointed dad look, they cut that shit out immediately. If you ever want to get Niigo to do literally anything, all you have to do is convince Kanade that it's a good idea. They'll follow her around like lost puppies, because in a way, that's exactly what they are.
