The akaviri aren't necessarily snake people. It's more so that in and out of universe we dont know if human akaviri still live in akavir, or if they all turned into snake people, or if the snake people killed all the humans. In the first place I think it's more appropiate calling them the Tsaesci, considering we do not actually know that much about them, and snake-people is a bit reductive for the fact that they seem to have a similar dimorphism like the Khajit who can be anything between a house cat, just a guy, a big tiger and a catperson. But yes the Redguards are a very different species of humans in the Elder Scrolls. They come from Yokuda, unlike most other Man Races which come from atmorra (tho its debated whether the nedes, who are the ancestors of bretons, reachmen and cyrodilians, were native to tamriel or also lived in atmorra originally)
