Apparently Conrad Veidt and Anita Berber in Der Graf von Cagliostro (1921), dir. by Reinhold Schünzel
I say apparently, because that does NOT look like Anita Berber to me, and Veidt's wig is different than in Cagliostro's. It's more in line with a play called Die Marquise von Arcis.
