Right now about 4% of container traffic to the US is inspected. There is a post Sept 11 fear of the Poor Man's ICBM law mandating that 100% of it will be scanned. The shipping industry has responded by serenely ignoring the law and continuing more or less as before. The US keeps extending the deadline but it's a farce. Inspections have been holding steady at about 4% for a decade.
