Horizon is scarier than any FNAF or Silent Hill game. It's scarier than any horror movie. It's not even a close contest.

There is nothing more terrifying than Horizon because all of it is plausible. A CEO can, and actually probably will, bring about the end of the world by getting involved in weapons manufacturing and trying to get rich off those sweet sweet military industrial complex contracts. It won't be an asteroid or a pandemic that takes our asses out, it's going to be a CEO pushing to do something against the cries of everyone with subject area knowledge, which then goes catastrophically wrong.

Jigsaw and Hannibal Lecter are terrifying serial killers, and serial killers like them can and have existed in reality, but they all have constraints as mortal human beings. Ted Faro managed to create something so horrifically evil that it doesn't matter what he does anymore. It's like if Pennywise was a human creation designed as a war machine, but there were thousands of them and the Deadlights could kill plant and marine life too.

What makes Ted Faro unique is that he manages to be unspeakably evil but entirely of our world. He doesn't have or need magic reality-warping powers. He only needs the resources we already have. And there are dozens of Ted Faros already lying in wait in our world. All Elon Musk needs is a twinge of boredom on a rainy Saturday that won't be satisfied by posting nazi memes on Twitter, and we could be in that reality too.

There is no villain in all of modern media who even comes close to being as terrifying as Ted Faro. The only ones as scary as him are our very real oligarchs.
