Why does Loki look like Hela?
WARNING: SMALL SPOILER FOR THOR: RAGNAROK
in Norse mythology, Hela was the daughter of Loki. That would explain why she looks very similar to him. Only in Ragnarok, we are told that she is the sister of Thor and Loki instead.
That might explain why Hela and Loki look very similar, only we know that Loki is adopted, and is technically in no way related to Hela or Thor. So here’s my theory on why they look alike
We all know that Loki is a frost giant child, and he has been able to shapeshift since birth. We see this in Thor: The Dark World when baby Loki changes from frost giant to Asgardian form when Odin picks him up.

We also now know that Loki is capable of pulling memories from an individual. He does this to the Valkyrie, which is part of what convinced her to join him and Thor. Though it seems it requires physical contact to use, since he only did it when he physically touched the Valkyrie
So we combine two of his known powers to figure out what happened on the battlefield that day, and ultimately decided Loki’s appearance for the rest of his life.
When Odin touched baby Loki for the first time, Loki pulled a memory from Him. The memory was of a child that he loved very much, but that’s where the memory ended. He did not see her fate, or maybe not even her relationship with Odin.
Loki, desperate for affection from Odin (which would save his life), transformed himself into a gender-swapped, physical replica of this child, in order to win Odin’s approval by replacing this lost child.
Maybe Odin didn’t realise at first, but as Loki grew, he continued transforming into the manifestation of Hela. He learned magic from his mother as Hela probably did. He learned to be a good ruler while Thor was out playing. He took on every attribute of her, right down to her destructive, “complete-mission-at-all-costs” mindset. He even took on her color scheme in hopes of pleasing Odin.
Then one day, Odin started to notice that the child he had exiled was returning to him in a new form. That’s when he began to shun Loki. Maybe he didn’t know if Loki knew about Hela and didn’t want to give this slightly unstable and destructive child any bad ideas. Maybe he just wanted any remnant of Hela away from him.
Either way, he pushed Loki away. And Loki, haven taken his entire persona from Hela, reacted the same way she did: he began to plot to take the throne.
TL;DR: Loki looks like Hela because he copied her from Odin’s memory.
