You ever think about how Baiken kind of sort of represents what Bedman wanted Ariels to be? Both him and Delilah could've gotten what they wanted without help, but they're kids and kids want nothing more than for someone to help guide them. While Baiken sincerely wanted Delilah to grow up to be a "decent adult" the Universal Will didn't care about what happened to Bedman at all. Where Baiken was willing to let her guard down and ask for help when Delilah was in danger, Bedman scared away anyone who would've been willing and able to help him in the process of carrying out Ariels's orders.
