Alastor's so power hungry, if truly anyone can be redeemed, an angel would be a power upgrade.

Also, it would just be entertaining to have to deal with him just doing what he wants in heaven and making things even worse for Charlie vs Heaven tension.

I don't really know what that makes Rosie in this situation though? I suppose an insincere redemption would be a good way to introduce "the root of all evil" into heaven, but I'm definitely over thinking that.
