Ótta is Fear's vessel but he remains in control of himself until Fear also feels threatened and comes out which is signaled via the all too known purple arms sprouting from his back
Both speak in purple but Fear got fancy font

Now for the Lore Bit
Ótta rather than being possessed directly is more of overcome by it, like explained earlier their fear is multiplied tenfold and Fear can even take control if it feels that it or Ótta is threatened
Ótta has main control over his own body until then and even knows if Fear takes control but is helpless to stop it if it ever decides to take over
He also has violent tendencies due to how his fight or flight reaction is, he would opt more to make sure what makes him scared is dead rather than just running away but most of the time he just freezes up
Bonus lore:
Ótta has two other friends named Hitori and Zoe (the E is silent)
Their both possessed or overcome by their respective emotions like Hatred and Solitude (they are my friend's personas)
Oh and Ótta is a chubby boi, feel free to squish him, won't guarantee a positive reaction if you are not Hitori or Zoe
His favorite of the SFOTH swords are both Firebrand and Ghostwalker, in a "bad ending" version of Ótta, he would've had burns that became permanent due to an overuse of the swords, Firebrand burning him and Ghostwalker making him unable to tend to the wounds as if he were really a ghost
