The guy who appears in the picture is adressed by the wiki as “ Unnamed old man with a white visor “, like many of the Gravity Falls’ inhabitants, he doesn’t have a name, so I headcannon that his name is Montague.
Montague can be seen in the background of many episodes:
In “Tourist Trapped”, he appears during the Rock that Looks Like a Face Rock attraction.
In “Dipper Vs. Manliness”, he appears outside of the Mystery Shack helping some kids, later he appears in the street, when Dipper wants to be manly.
In “The Time Traveler’s Pig”, he appears in the fair and is one of the many customers provoked by Stan to dunk him, when Lolph dunks him, he alongside the rest cheers for Stan’s defeat.
In “Boss Mabel”, he can be seen in the Mystery Shack at many points. He can be seen in a line, before Mabel ditches him.
In “Gideon Rises”, he’s seen in the crowd when Gideon announces Mabeland. Later he can be seen in the place where the Gideon-Bot crashes.
In “Blendin’s Game”, he can be seen in Mr. Zzz’s Mattresses, when Dipper and Mabel go back in time.
In “Weirdmageddon 2: Escape From Reality” and “Weirdmageddon 3: Take Back The Falls”, he’s one of the many citizens stacked in the Human Agony Throne.
In my Digimon AU, Montague the very first Gravity Falls’ inhabitant to own a digimon/be involved into something with Digimons, also, starting with him, in my AU, all of the inhabitants of Gravity Falls, will have a major role, either by the trope “Ascended Extra” or “A Day In The Daylight”. I do this, because:
Renamon in Digimon Tamers said that “Soon or later, other digimons will start to look for their Tamers”. So, I wanted to make it right on it and have some inhabitants meeting their digimons, even if it’s by accident. Also, I need a reason to provoke the Blind-Eye Society, when their arc kicks in.
Many inhabitants have good designs and I wished they had a major role.
Stan will finally start having friends, although he won’t be involved into the action, until Gideon’s defeat, like in cannon.
Ford wanted that people be aware of the Weirdness and be open to it, during the AU, this will happen, albeit if it’s by accident.
With Digimons, the inhabitants now will be of use during the Weirdmageddon. Now they have an excuse to fight Bill and his Henchmaniacs.
Montague gets involved into digimons after Dipper wants to convince someone to belive him that Digimons are real, and this guy decides to give Dipper the benefit of doubt, during in which he alongside Dipper, Mabel get in troubles in Cipher Quartz and while he tries to find an exit, he meets a Sunarizamon, in a beginning he was scared of him, but later they befriend each other, after he realizes he was looking for food and gave him a fruit bar he was holding and Sunarizamon gets attatched to him and never leaves his side.
Since Sunarizamon is a child, he behaves like a little kid, most notoriously is his attatchment to Montague after he gave him a fruit bar and realized he wasn’t bad and is afraid of dissapointing him.
His evolution chain is:

Headcannon:
Montague is the very first inhabitant in my AU to have a major role and have a digimon partner. Cronologically, he isn’t. Starting from him, expect other inhabitants to have major roles, either by the tropes “Ascended Extra” or “A Day In The Limelight”.
Since Sunarizamon is a little kid, Sunarizamon is very naïve and very innocent and is very imaginative. Yeah, he throws tantrums, but he grows from them and matures over the AU.
Sunarizamon sees Montague as his dad, since he doesn’t have a family.
Montague’s character arc, revolves in being braver, I headcannon he’s more of a cowardly lion.
