How completely incompetent the 90s anime rendered Sailor Galaxia and the Sailor Animamates as villains just so it could retain its MOTW format. In the manga, they were getting stuff done, and were actually smart enough to think “maybe these people calling themselves the Sailor Guardians have the Sailor Crystals we’ve been searching for!” How long it took for them to make any kind of progress at all in the anime is just insulting to their original characters.
