Doctor Doom: Yeah, of course I want to rule the world. I'm awesome and will make things better. You're the weird one for not wanting to rule the world with all the power you have, Superman.

Legit, it would be fascinating dynamic and I think it would be a complete contrast to what Lex Luther has with Superman. Because at the end of the day, Luther is resentful and jealous of power Superman has, but already we see here Doctor Doom doesn't care about that. He is already at the mindset he and Superman are equals, he doesn't care what powers super powers Supes has or even that he's adored. Doom is powerful, he is respected and fear by his people he has no reason to be jealous of Superman.
Doctor Doom wants to rule the world because he believes that he would just be the best ruler, he'd be better than anyone else at ruling. So Doom sees someone on his level of power and yet he lacks the ambitions Doom values. "Why don't you want to rule? You could make it better if you did." Because Doctor Doom sees himself as benevolent dictator, he feels he's made Latveria better, he doesn't understand Superman's values and why he would never want to be that himself.
Again, in complete contrast to Luther, who just seeks power for it's own sake, doesn't care about making things better for anyone and what he wants is to be better than Superman.
Adding onto this, I overall just feel like Doom would see Superman as an equal in his own way, but the mere second that he sees his actions slowly bring up some real change… Victor would immediately see that there IS a possibility that the world can be a better place WITHOUT his reign and he would not be for it. It’s one thing for Doom to see someone on a similar level of power lack his ambition… it’s another when said someone makes life more bearable without putting the world in an iron grip.

A thing that also adds to the dynamic is the fact that Superman and Doom are minorities and that’s a big part of their characters. Superman being the immigrant from the stars, Doom being Romani. Both have faced injustice for their identities, Superman from Lex for being an Alien, Doom for being Romani. The two have faced faces similair struggles, but Clark remains humble and believes in the good of humanity, while Doom hardened, believing only HE can make the world a better place, and that all are beneath him for not seeing his brilliance. Its like said before, When Victor sees Superman proving the world can be a better place without the need for a despot in charge of it all, after facing similair struggles and both having the power to mold the world as they see fit.
I also think Doom would have an interesting dynamic with Lex too. With where his hatred for Reed stems, I think he’d have a slightly less personal but still powerful hatred for someone who, as Superman put it, could have saved the world at any time if he truely cared
Another wonderful addition to this concept because Clark being a literal "illegal" immigrant and Doom being Romani DOES add a lot to this dynamic.
Also if we're being real Doom would utterly loathe the mere existence of Lex Luthor purely because Luthor himself is pretty much the lovechild of Charles Foster Kane, Donald Trump, Ted Turner, Elon Musk, and tiny sprinkles of Ebenezer Scrooge to make the shit sundae somewhat edible. I know that's not en entirely accurate description, but Lex really does have the makings of the worst folks involved in capitalism, even before he officially became one in the comics. This alone is gonna make Doom want to erase him.
