Carlos is assigned to babysit the BOW and the former Umbrella scientist during the quarantine period after Valdelobos. My city now; Capcom isn't doing anything with him.

Serrennedy slow burn converging on Serreneveira fwb or something; everybody here has two hands. Some of those hands are a little weird, but I don't think Carlos or Luis mind.

This was the most palatable option over being kept in a lab or having every single room bugged and a full perimeter lockdown. When Leon or Luis have to be transported to the lab, they get a full security escort. Luis, once the wings are amputated, is allowed to run errands with someone else escorting him because his injuries make him a very low flight risk and he's physically much weaker than Leon.

Chris and Rebecca are better utilized elsewhere, Jill is too likely to shoot EITHER of them if they look at her wrong, but Carlos? Carlos is chill. Carlos offers a unique perspective on "former Umbrella" and would be a great example for Luis to see that, with time and effort, people might actually treat him like a person.
