There's background lore in DMC that has nothing to do with anything that's just so delightful to know. So Dante and Vergil manifested their powers differently than Nero. That's why Nero had a devil bringer. He didn't know he could use his powers so he couldn't turn it off when he broke his arm in a fight.

When Dante went into an amnesiac shock his powers didn't turn off. And these twins move very fast. And evidently very quietly because when Dante was a mercenary, he had to wear a coat that had little charms on it that made noise when he moved. Meaning that the adults around him belled him like a cat because the problem was so bad.
