The Frolic Verse is an alternate timeline where the rebellion failed, but President Snow was removed and replaced. As the Hunger Games persist, they become more focused on character, entertainment and audience. District Thirteen and the Capitol are both included in the arena, and reapings are often rigged to create better storylines.
