looked up TCC and WPD and all i got were community colleges and a site for watching people die, which i have to assume that is not the TCC or WPD you mean. The hell even are these and why are they so bad that you need a whole disclaimer over post a cute cat character? lol
because that specific character IS popular and usually associated with WPD and the TCC community, especially WPD. and i dont want to attract weirdos in my profile.

How do you make glittery graphic stuff?
alright so first go to this site. then upload the image you want to glitterfy.
click on animations
after you click on animations, click on add glitters. and to add glitters you just choose whichever colour of the glitter you want and press the area of the image you want to glitterfy. i highly recommend changing the fuzz factor to 9 so it won't leave any of the unglitterfied outlines
