This bill started in the Senate and was approved. It was then sent to the House, where it was also approved as sent to them with one change: the named it for lynching victim Emmett Till. It was then sent BACK to the House, since both branches of congress must pass identical copies for it to be approved. With the name of the bill being the ONLY change, it is now hung up thanks to Professional Shitstarter Rand Paul, whole makes doing gross shit like this a habit.
