I haven’t seen the west wing so I don’t know what Sam was running for, but since he says Orange County there’s probably a residency requirement so he wouldn’t be able to just try his luck in another place. The word Toby(?) is probably referring to is “carpetbagger” which has its origins in northerners coming down to the south after the civil war and has been used for politicians running in districts they don’t live in on a technicality. Don’t see any legal reason why Sam couldn’t wait for the next election cycle and run again tho but I’m no expert
