Found this. And it’s true. At least for me.
The Palmer Tech transfer and why Felicity?
The biggest surprise for me last night was the reveal that Ray intended on giving Felicity Palmer Technologies. I’d of course heard the rumors that Oliver would be getting his company back - which makes sense if 3x23 is the reverse of 3x01 - but I couldn’t see a reason why Palmer would return it to him. They are rivals even if Oliver did truly help him a couple of weeks ago.
But Felicity? Yes, I can see why Ray would do it for her.
Felicity has been instrumental in every way in Ray’s accomplishing his goals this year. He bought Queen Consolidated, not for the business opportunity, but for its Applied Sciences tech. And then when he realized he needed someone to get that mess untangled he single mindedly went after Felicity Smoak, throwing every enticement and eventually coercion to get her to help him.
Felicity recovered the Applied Sciences tech from the destroyed server.
Felicity charmed the mine owners over so they would sell Ray their property and he could get the dwarf star alloy he needed for the A.T.O.M exosuit.
Felicity figured out the nanochip problem and solved it.
Sex with Felicity inspired Ray to get the suit to fly.
Felicity invented the facial recognition software Ray needed for the suit (and seemed pleased enough to give it to Ray when he wasn’t using it to endanger Oliver).
Felicity cracked some kind of algorithm (?) that Ray needed (in 3x16).
Felicity introduced Ray to S.T.A.R. Labs and by defeating Brie Larvan gave Ray another piece of code (from the robotic bees) to incorporate into his suit and make it stronger).
But Felicity didn’t just help Ray become the A.T.O.M., she helped him on his journey to become the hero he is determined to be.
Felicity honored Ray’s memory of Anna and his reasons for becoming the Atom.
Felicity worried about Ray’s ability to tackle this project and tried to protect him from rushing it and killing himself.
Felicity patched up Ray’s injuries and fretted over him.
Felicity believed in his goals and in Ray himself and expressed that to others in his hearing.
Felicity introduced Ray to Barry, Caitlin, and Cisco and a model of teamwork and friendship.
Felicity saved Ray’s life by injecting him with nanotech when it looked like otherwise he might stroke out and either be brain compromised or die.
Felicity brought Ray into Team Arrow so he could see another model of teamwork, benefit from Oliver (and Diggle’s) experience, and acknowledge how many things he still had to learn to be effective.
And, finally, Felicity genuinely cared about what happened to Ray personally and physically even when he was too distracted, arrogant, or aggressive to merit or notice it. She does this all the time for so many people, that it’s easy to overlook.
Ray couldn’t have become even the prototype Atom that he has over the last year without Felicity, and while he has been appreciative of her personally and professionally, giving her Palmer Tech is his way of saying thank you in his outsized, demonstrative, generous Ray Palmer way.
He no longer needs Applied Sciences (or he could simply ask Felicity for tech help with those resources), and he won’t be staying in Starling City anyway, so why not? It’s a beautiful gesture, really, and it doesn’t cost him more than he can afford while it gives her a way to expand herself professionally, do interesting work, and have the resources she needs for her own hero’s journey.
Good job, Ray.
After your dinner, and a shower, I am taking you straight to bed.

I have a pitch but it’s way outside the box.
