The power is in fact. While weak yes. Is making abilities that are basically another rank below. That's the reason it's weak. The ability to automatically make powers. Commonly that kind of power is ultra powerful. Even if they're weak. The problem is all of them are around random, and barely make an impact. Every once in a while the powers stack. Like the same exact power or just enhance the others.

With that, getting the power at birth-not exactly noticeable- and a lot of creativity. S-tier was reached at age 30
