Wait, I just realized Elijah doesnt have a tail. Plus the way chargers tail looks (ignoring the obvious difference in the very end) is not right to how mice or rats tails look. Rat and mice tails are used for thermo regulation, balance, communication, ect. The tail is a stub, which usually either happens due to breeding or at a very young age, problem with parents. If it's a breeding thing, while most babies are able to adapt with the disability, it usually comes with other issues, which is why from my understanding it's usually very much not suggested to breed manx rats and mice (as the tail is literally part of their spine).
So, theory time, Elijah is a lab rat/mouse, and was bred to not have a tail (studies can sometimes be one of the places in which manx rats and mice are bred).

Charger is a literal lab rat, got experimented on (hence why when Elijah panicked, he saw someone in a lab coat) and got the electrical powers(tm), either broke free or was intentionally set loose on the campus to do hero stuff(tm) with Elijah being his "cover"
