they’re called cab-over engine designs and honestly the reason why they’re often used in Europe and Asia (as well as, very likely, in urban environments in America), is because they offer better visibility and tighter turning radius than conventional trucks, usually at the expense of aerodynamic efficiency and (to some degree) driver comfort and suitability for long-haul trips.
