It always bugged me : why everyone say that Nona placed herself the emotions that Decim have?

Because when Decim somehow shown them, Nona was a surprised than everyone then interested by what he could become. Then she made everything in place to make him develop them. 

But I never understood that she was the one to place this little thing in him which are the starter of the story if I can say. I always thought that Decim born different, but not that Nona make him born like that.

In canon it isn’t that he was born with emotions or that they were “placed” in him, it’s just that Nona had him “conduct judgments with a human” and he developed empathy-driven emotions over time.

This is why working with humans will eventually “ruin” arbiters - because they will be too influenced by them and become too empathetic to properly judge them, causing too much suffering. Nona thinks that judgement without suffering is useless because suffering is what it means to be alive, but Oculus believes that since arbiters aren’t really alive in the first place, her point of view is irrelevant.

Okay now i’m confused … Then why is everyone in the anime saying he has Human emotions ? Not just empathy, but human emotions. Why state it over and over again if that wasn’t the case ?

The only difference between human emotions and regular emotions are that human emotions are backed by empathy while the arbiter's feelings aren't, so I just used that term to differentiate. I should have used the term human emotions for clarity's sake, sorry!!

But either way, he only has human emotions because he worked too closely with a human, not because he was born with them. He was always an unusual arbiter but the narrative makes it clear that he was not born with human emotions, but obtained them through working with a human.
