Okay. So to get the obvious out of the way, that blog is like "under the assumption that they're willing, would they be able to get away with being Kira" (because we all know that this dude is absolutely fine with doing murder, so much murder).
...actually, a big question is WHEN this takes place. Because during Revenge Of The Sith (where the image is from), the guy is running on approximately zero sleep, which explains 90% of the Bad Life Choices he made in that movie. In that situation, he wouldn't be able to CONCEAL that he was Kira, but he wouldn't get CAUGHT because, well, *gestures at the whole of the movie* his "good friend" is in the process of overthrowing the government and orchestrating the deaths of almost everyone who'd be able to physically STOP Anakin. And Darth Palpatine... three possible outcomes there: a) he doesn't WANT to stop AnaKira from doing the murders, b) he decides Anakin is too dangerous with the Note and takes it and/or kills him, or c) he gets Kira-murdered (without ever expecting it) because Anakin thinks Padme would want that.
The CLOSEST option for that whole thing is "suspected but never caught", but, that's for when people have SUSPICIONS but they can't PROVE anything; not for when it's blatantly obvious but nobody is physically (or legally, depending on the precise timeframe) able to arrest him.
Let's move it back a bit though, and consider if it happens during the Clone Wars era, when... okay so he's STILL prolly sleep-deprived but not AS sleep-deprived, so he's at least 60% responsible for his own bad decisions. The other Jedi are around and the Republic is still in power, so it's actually possible for him to be "caught" if there's suspicions and evidence. He's impulsive (which he's been able to get away with, due to how good he is at stuff) and not good at keeping a secret. If it weren't wartime, and he wasn't off on missions almost all of the time, he'd be suspected and caught relatively quickly. But when there's so many other things happening, any slips of his would be easily overlooked or simply not noticed; and when he's being moved around a lot, he'll likely exhaust the list of "people whose names he thinks should be written in the Note" quickly.
But. Well. If we're looking at this via the narrative of TCW, there's only one way it could turn out: "caught but never suspected". That sounds nonsensical, but let me explain. Jar-Jar (I could just stop here, if you've watched it then you know what I mean) accidentally finds the Note in Anakin's quarters. If we want to stay absolutely canon-compliant -- yes, I mean that "Anakin Skywalker gains possession of something which functions identically to the Death Note" is indeed something that could absolutely have happened in canon, TCW was a weird show -- then Jar-Jar ends up unintentionally destroying it, or otherwise removing it from circulation. If we're not bound by canon, then he sends it to the Jedi Order -- maybe he mixes up what's supposed to go where, maybe he thinks it belongs to them and he's being helpful -- and they're suddenly confronted with evidence that Anakin has been doing murders which they likely hadn't even heard about.
