I think we need to bring in mandatory emotional and abstract intelligence tests for owning things like cars and dogs or having kids. Basically to prove that you have the ability to map the thoughts and feelings of other people and to not be an inconsiderate, selfish, annoying and dangerous person whose entire life is a series of solipsistic events that range from being a nuisance neighbour to a car crash killer.
