is it "в Украине" or "на Украине"?
This is a political question, not grammatical. The preposition в or во is usually used for countries - в Германии, во Франции, в Мексике. And the preposition на is often used with islands or parts of a bigger country: на Кубе, на Алтае. Somehow this doesn’t work with the United States: в США, but also во Флориде, в Канзасе, but на Аляске. It’s nothing but a convention, actually.
For centuries, people say “На Украине”, since Украина was considered a part of the Great Russian Empire. Now when Ukraine is completely independent, the preposition в looks the only proper option. Yet, there is a strong inertia in any language - many changes go very slow. Since people of Ukraine are very sensitive to this, I prefer to say в Украине. at first, it took me some extra efforts, but now I say it automatically.
In case any politically engaged people are reading this blog: yes, Ukraine is an independent country.
