Intelepoch Database for Mass Shootings
Mass shooting incidents are a serious problem in the United States today. A great problem is that we as a society are unable to formulate nonpolitical solutions to address this issue. Contrary to conventional wisdom, solutions are available which are not based on political ideology. These solutions are available by utilizing a massive database which details an extensive amount of incidents and variables. Below is the intelepoch database.
Mass Shootings are defined, for the purpose of this database, as any incident involving four or more casualties. one reason for this definition is that certain firearms may be able to injure upwards of three people with a single round. these incidents are omitted because the intention of the shooter and capability of the firearm are two of, but not the only, variable to analyze. An accidental discharge, for example, into a high density of personnel can cause several injuries.
To cast a wide net, the database will ideally stretch back 30 years, from 1988-2018. This time frame covers multiple presidencies, laws passed and revoked, economic fluctuations, massive shifts in global affairs, rapidly changes in technology, and much more.
The following questions are all crucial to answer. Its not enough to gather the information over a rather large period. We must extract as many variables as possible from each incident. There are six sections, each with its own questions.
Location (state, county, city/town, address).
Number of shooters and number of on-scene accomplices.
Number of firearms utilized.
Type of firearms utilized (rifle, shotgun, pistol).
Number of people in the area at the start of the incident.
Number of casualties. (Those killed and injured.)
Total number of victims (Ex: Grieving family members and friends. Those who developed psychological issues such as depression, anxiety, PTSD.)
How did the incident end? What happened to the shooter(s)?
Did location provide shooter(s) or victims with the ability to utilize cover and/or concealment?
Average distance between shooter(s) and victims (in S.I.)?
Did location provide the victims the ability to flee or trap them?
Was location clearly designated as a gun free zone?
Was location a educational institution (private, public,ect), residential area, urban area, religious facility, government facility (what level of government and function), medical facility, financial institution, Legal (police station, court house, law firm), Dining facility.
Number of shooters and accomplice?
Personal information: Name, age, race, sexual identification, religion, occupation, education, personality type (introvert or extrovert), financial history and criminal history.
Health of shooter(s), any medical history, medications prescribed, time spent in hospitals, any known mental or physical issues? Did others know of such conditions?
Body type/ build of the shooter(s)? any body modifications such as tattoos, scars or piercings? If yes, relevance/ importance to shooter?
Upbringing: family status, number of parents/ guardians. Number of brothers and/or sisters? Where did shooter place in birth order? Relationship with extended family?
Where was shooter(s) raised? Class status of family? Living conditions?
How did shooter interact with others in early child hood? Relationship with animals? Mistreatment or abuse of family pets?
Did shooter(s) escape, surrender, become injured or incapacitated, or die?
If shooter(s) died, was it due to suicide, police actions or actions of victims?
Did the shooter(s) have any personnel relation with any of the victims? If so describe relationship: friend, family, acquaintances, place of employment, rival, professional.
Why was the location chosen? Was the shooter familiar with the location?
Was the shooting premeditated or spontaneous?
Was a motive established? Was the shooting in response to an event or situation?
Clothing and accessories worn or brought to location by shooter(s)? Describe clothing and accessories. Be sure to include color, material, any symbols or logo, how the clothing fit and if clothing would reasonably be considered out of season.
Was a tactical vest utilized? If yes, was it ballistic? Was ballistic vest home made or purchased? To what degree did this provide protection? Was it a mollee capable vest? If so, what gear was attached?
Did the shooter(s) wear gloves, face mask, glasses/goggles, backpack, assault pack, hydration system, utility belt, leg rigs, holsters, carrying cases or communication equipment (radio, telephone). If yes to any, describe make, model, size, color, weight, placement, how it was utilized and what impact it possibly had on incident.
Did shooter(s) rely on a high volume of fire or take deliberate shots?
Did the shooter(s) utilize hip fire or shoulder fire (loose or tight)?
Activities the week prior to shooting? Did shooter(s) purchase weapons, ammunition or other material? Did shooter or any of those involved conduct reconnaissance over location? If recon conducted, was it done in person or via online means? was there any posting to social media or warning to local officials by friends, family, counselor, teachers or anyone else?
Any tactics utilized? surprise, elevations, speed, chaos, aggressive violence of action, stealth, deceit (use a fire alarm to draw out victims, or use insurgent style tactics of blending in with others until a certain time) or complex attacks (use of bombs, fields of fire, optimizing terrain and/or structure to amplify casualties) used?
Demeanor during incident? Calm, nervous, sweating, shaking, shouting, calculating, fumbling, eyes wide opened or closed, eyes bloodshot, smiling, crying, lost of balance or unable to control bowels?
Known affiliations to any organization, social group, tribe, gang, political party, religious group (specific)? Online presence? be sure to include all platforms, post, followers, who and what shooter(s) followed, subscribed to, liked, and any comments.
Number of firearms accessible by shooter(s) during incident?
Did shooter(s) legally own firearm(s)? If so, when and where was each firearm purchased? Also include cost, tax and if purchased with cash or credit.
If not legally obtained how was firearm accessed? Family member, friend, stolen, traded, bought illegally?
Action of firearm(s): Automatic, Semi-Auto, bolt, pump, lever, break, double, muzzle loader or other?
Type of weapon(s): Rifle (long or carbine), shotgun, and/or pistol.
Make/model/variation of firearms? Color and composition (wood, steel, plastic, ect.) be sure to include serial number.
Did the weapons have any modifications or attachments? Such as forward grip, bipods, tripod, bump stock, collapsible, folding or fixed stock, flashlight, laser, pressure switch, modified charging handle, muzzle break, heat shield, shell catchers, silencer, flash suppressor, custom grip, optics (iron sights, CQB, holographic, enhanced zoom, magnification (to what degree), NV, Thermal) or any other type of modification or attachment?
Did the shooter utilize these attachments?
Any special markings, engraving or symbols on firearms?
Did firearm have a sling (1 point, 3 point, strap, ect) or holster?
Weight of each firearm, both with and without ammunition?
Type of rounds used by shooter(s)? Caliber? Brand? Price? Location purchased?
Total number of rounds accessible to shooter(s) during incident?
Total number of rounds fired by shooter? If more than one shooter and cannot determine how many rounds each person shot attempt to gather the total number of rounds fired then divide between shooters.
Total number of rounds that caused physical harm, including ricochets and other harm that was caused. This includes lacerations due to shattering glass, injuries from fleeing fire and damage to hearing.
Total number of magazine accessible? If multiple weapons that utilize a magazine, find the average. Divide between shooters if necessary.
Make/model/variation of magazines? cost per unit?
Number of magazine not utilized?
Did shooter discard magazines or retain control?
Any law enforcement present at the location? If so, how did they respond? If not present when shooting began, how long did it take emergency personnel to respond? This time is between the first emergency call received and when the first unit arrived on scene.
Was the incident over or still unfolding when the first units arrived?
What actions did law enforcement immediatly implement? Did they form a perimeter? engage shooter(s)?
Did law enforcement lack proper training and/or equipment?
What is the standard issue weapon for a patrol officer where the incident occurred?
Any Specialized units involved? Gang, drug, counter terrorism, sniper, negotiator, special weapons or any other units?
Any federal agencies involved to end shooting?
Location and distance of all medical facilities that tended to victims.
Total number of law enforcement officers that responded? Include precinct and number of vehicles.
Total number of emergency personnel and vehicles?
Was a helicopter used to transport casualties?
How long was the area a crime scene?
What organization took the lead for the investigation?
How many organizations took part in investigation?
What was the nature of the evidence? Video, recordings, witness interviews, interrogations, ballistic analysis, blood sample, crime scene photos or any other type of evidence used for investigative and/or court proceedings. Describe all.
Did the incident lead to any reform for law enforcement? if so, describe what reform occurred and why.
Full coroners report for each fatality or a synopsis.
How long did the investigation last?
Total number of suspects, accomplices and person of interest.
What did the investigation reveal?
Was anyone formally charged? if so, list all initial charges?
location of the court, the presiding judge, prosecutor and defense attornty?
Was the defense attorney court appointed?
Was any type of plea deal offered? if so, detail the conditions of the plea deal. Be sure to include any charges dropped or reduced.
How long did it take the jury or judge to deliberate?
What was the verdict? Describe.
Did the incident, investigation or trial lead to any new or reformed local, state or federal laws?
Was the shooting covered on a local, state, national or global level?
Any media outlets arrive on scene before the resolution?
Did media utilize any air assets?
How long after the incident did the media cover it?
What role did social media ply in dissemination of information?
Did the incident lead to a political debate? if so, what specifically? guns, video games, drugs, terrorism, work place violence, security, gang violence, mental health or any other issue? Be sure to include all that apply.
Was the shooting referenced by any politician for election purposes? Any victims used in any type of political way? If yes, describe how and the impact.
Did any non-profit groups aid victims? List all that apply and how aid was delivered.
Did the incident lead to the formation of any new organizations?
The database is not political or meant to assert any political solution. For this reason, the following government agencies and public organizations, corporations and non-profits should be involved.

This list is not complete but the purpose is to bring all sides to the issue together. Legal and scientific organizations are added to further analyze data and to lend expertise. The database itself would ideally be hosted by a federal agency to allow ease and free access to anyone wanting to view the data. Funding and further support would come from the organizations and Universities that wish to be involved with the database.
