What's crazy to me is realizing that had Sam not been there in 13x20, Dean would let Gabriel continue his suicide mission by himself. To Dean, Gabriel was a guy with grace he could use.
But Sam stepped up and said that Gabriel needed help, which is why we see THIS
Gabriel is like "wait, really?" because even with 'you help us, we help you' deal Gabriel has someone who wants to help HIM for the first time in his life, with him never even asking for it. Which is really saying something.
At the end of 13x20 you even see Sam asking "Are you really gonna help us?" because Sam knew Gabe was too weak to be of use, so he could play that card and leave.
Gabriel didn't. Because Sam Winchester has shown him kindness and saved his life.

Later, in 13x22, Gabriel sacrificed himself – taking what Loki said way too close to his heart.
Gabriel spoke directly to Sam when he said he wasn't running anymore. Apologizing for all the times when he did. Because Gabriel picked a side. Gabriel died for Sam Winchester.
Broken, tainted, weak and hopeless – Gabriel died that day thinking he would never deserve Sam Winchester any other way.
