Based on the Shadow Broker DLC, if you romance Thane, it seems like that note you get from him after his death in 3 is something he had written long before 3. He wrote it during Mass Effect 2. It's in his file in the Shadow Brokers base. Thane really loved Shepard so much from the beginning.
