The tag on her harness is for her tax number. In Germany it is mandatory to pay tax on dogs, and the amount varies depending on the dog and the area in which it is registered. I think this is fantastic, as it provides a financial obligation, which the owner must be able to fulfill if he wants to adopt a dog.
