Arthur wouldn’t exist without Joker.

Joker was the blueprint that created Arthur. He was the starting point/baseline for his creation. Most of his traits manifested from the Joker character.

Also, Todd wouldn’t have known where to start on his script without DC/Gotham universe elements either that were integrated into the story.

Joker and Arthur will always be interlinked.
