Of course, the current poor outcomes of poverty and racism are not the result of policy. Capitalism also contributes to them. Policy determines the direction and development of money in the early stage, and money itself is the free pursuit of benefits and avoidance of disadvantages of capitalism in the late stage.
Just like in the early days when the United States was developing its economy, when the United States was not a developed country and the economy was growing fast. A series of racial segregation policies led to a rapid widening of the wealth gap between white and black americans. It is still difficult for a black person to be rich today, without any need for unfair policies. Because of the benefit-seeking nature of capital, the money will flow to the rich and the poor will be further isolated.
Like the so-called food deserts, there are no good supermarket brands that want to be in black neighborhoods because of the poverty in black neighborhoods. In black neighborhoods it was difficult to get a good food supply, and cheap food was harmful to children. It seems to be a constant cycle, and this area is a food desert.
