Here’s my thing about the Lucy/Turpin thing in Sweeney Todd: Lucy and Ben could’ve reported Turpin for him coming after Lucy. I’m 99% sure there were laws about men going after other men’s wives at the time.

Turpin's main character arc themes involve him being incredibly corrupt and if the Beadle is any indication of what the rest of the justice system is like in that universe, I really don't think reporting it would have done anything good in the long run.

Unfortunately, I can see them reporting it and that making the situation a million times worse simply because Turpin happens to be in law enforcement. They may have even avoided reporting it because of his connections in the justice system.
