Considering his stance in business as the owner of Luxus Corp., it's likely that he's the one currently managing his sister's public image, easily rewarding her the way she likes, and possibly even using their family ties by coming as a sort of caring older brother to get her to act in specific ways.

Perhaps Audrey has many children because she views them as some sort of investment. If she only had one, this child could turn into the opposite of what she stands for (like Zoé), so more children means a chance for at least one to side with her and play by her rules. With the different fathers, that can also mean distinct upbringing between them.

In season 4, we have the episode Gabriel Agreste where Gabriel’s group gathers for a secret meeting, no phones allowed. Since the peacock miraculous was safe to use, Audrey could’ve created an older son for herself and taught him to work within the kingdom’s interests, perhaps even have planned the takeover of Gabriel’s brand all along in case he died.
