Futaba: Yes, of course the 5'nothing comp sci girl with dyed hair can say it. What's next, questioning if we need oxygen to live?
Haru: She can say it, and she's such a sweet way of saying it too; it's like being called darling or honey by a middle aged southern lady.
Goro: The patron saint of mean theatre kids -- If he can't say it, god forbid any of the rest of us think we can.
Morgana: He's the cat of a ragtag group of queer teenagers dedicating all of their free time to untraceable crime and trauma bonding. He's got the pass.
Yusuke: Could sign all his art with it and it would mean about the same thing as an actual signature.
Ryuji: He has full right to say it, but he feels like doing so will disappoint his mom.
Ann: I have to look to HER for permission to say it.
Makoto: She'd be damn well able to say it but actually getting her to do so is a different story.
Akira: Shrödinger's bisexual. Keeps saying things that could suggest queerness in no certain terms -- but as it turns out, yes, he can say it.
Kasumi: It's hard to say but online speculations sure would have you thinking she can!

Fool!Kanji: Occasional user of the word.
Magician!Yu & Priestess!Yosuke & Moon!Yumi: Can say it, but it always sounds wrong when they say it. Like if someone raised by mice called you a rat bastard.
Chariot!Rise: Will use it to describe others in non-negative ways.
Emperor!Chie: Looks like it's part of her vocab, but she never uses it because she's been called it, and not in a good way.
Lovers!Yukiko: Has heard the word but refuses to use it.
Star!Naoto: The day Naoto uses the word is the day Kanji and Rise die.
Justice!Shu: Will assume you're talking about kindling and think you're going to set him on fire. When he learns what it means, he chews out anyone who can't use it.
Hierophant!Sayoko: Tries not to use it, but one time, she called the doctor who cheated with her that word, and Kanji fell out of his chair laughing.
Aeon!Margaret: Doesn't want to use it, but can.
Empress!Marie: Will use it when yelling at people. Said it in front of Margaret once and apologized.
Strength!Naoki: Isn't really interested in it. Saki supported his right to say it, and was jealous that she didn't.
Sun!Daisuke & Kou: Both can use it, but both don't use it because they think the other is straight and thinks they're straight and will take it badly.
Temperance!Ryotaro: Can't use it. Won't use it. Will punch you for using it if he thinks you shouldn't.
Hanged Man!Ai & Devil!Hisano: If they don't have the right to use it, nobody does. Hisano doesn't anymore unless she wants a laugh.
Death!Eri (?): Probably can. Most likely won't.
Hermit!Shrine Fox: Cannot use it on account of being an animal (?). Would absolutely use it if she was human... whether or not she has the right to it.
Jester!Tohru: Will absolutely use it in the wrong company. Absolutely cannot.
Kashiwagi Noriko: Never had the right to say it. Did until the bitter, bitter end.
World!Makoto: Has called people the word before, but got in trouble for it. Doesn't do it as much anymore.
Magician!Goro: Uses it rather often. Gets away with it because nobody understands him.
Chariot!Futaba & Lovers!Akira: Used to use the word. Heard someone call Ren (and later Kana) the word. Stopped using the word.
Emperor!Haru & Moon!Hifumi: Has never even heard the word... yet.
Death!Takuto: Doesn't feel like he has the right to it, as he's straight... currently.
Hierophant!Tae: A professional f-bomb-dropper. Only says it after hours.
Sun!Chihaya: Can use the word. Does not use the word. Vehemently supports your right to say it.
Seeker!Eiko Takao: Will only use it with the verbal approval of other gay people.
Councillor!Munehisa: Doesn't use the word. Will keep an eye on students if he thinks they're using it malevolently.
Sustenance!Wakaba Isshiki: Never got acclimated to saying it, and doesn't, but is entitled to it.
Strength!Caroline & Justine: Justine can say the word. Caroline can't, but will anyways.
Temperance!Ichiko: Absolutely can say the word, and so can her wife.
Faith!Mika (?): I'm not convinced the word can say Takamaki Mika.

Yusuke: Can say it, wouldn't say it, but did accidentally end up slipping at one point in front of his step mom Yukino (who burst into laughter causing Yusuke to vow to never say it again)
Sophia: Doesn't know what the word means
Akechi: Can say it and will say it, both as an insult and a compliment (unlike canon Akechi he lacks a lot of the internalised homophobia)
Futaba: Can say it, uses it exclusively as a compliment
Makoto: Doesn't know if he can say it initially until he's forced out of the closet by his awakening, still refuses to say it bc "its just rude"
Haru: Will not say it even if you pay her to for the same reason as Makoto
Ryuji: Hasn't realised he can say it yet but will loudly call out those who use it as an insult online
Akira: Uses the word as often as breathing
Ann: Doesn't use it in her Detective Princess persona. Literally if she tries to say it, she gags
