Korra and Asami weren't meant to be a couple the whole time. Their attraction and feelings grew over time along with their friendship. The scene where they walk into the spirit world is meant to show the beginning of their relationship. Their was no "implied relationship." There was attraction and feelings. It's how actual relationships happen. Nothing forced about it.
